    According to sources close to the investigation, brothers Dzokhar and Tamerlan Tsarnaev were mostly like planning other attacks after the bombing at the Boston Marathon one week ago. Boston Police Commissioner Edward Davis told CBS’s Face the Nation on Sunday that police “have reason to believe, based upon the evidence that was found at that scene—the explosions, the explosive ordnance that was unexploded, and the firepower that they had—that they were going to attack other individuals.” Allegedly, the brothers told the owner of the hijacked Mercedes Benz SUV that they were heading to New York, although it is not clear what they planned to do there.

    Federal prosecutors will prepare charges against Boston marathon bombing suspect Dzokhar Tsarnaev on Monday. The U.S. Attorney on the case is Carmen Ortiz, who is notoriously tough and was assigned to Reddit co-founder Aaron Swartz’s case, which ended in his suicide. Dzokhar, whose brother was killed in a police shootout, will most likely be charged in federal court and could face the death penalty. Tsarnaev is reportedly awake and writing answers to investigators’ questions, as he is currently unable to speak due to an alleged self-inflicted gunshot wound to the neck.

    A shooting in the Seattle suburb of Federal Way has left five dead, including the suspect, who was reportedly killed by police gunfire. Officials are still unclear as to what sparked the shooting in the apartment complex. Federal Way spokeswoman Cathy Schrock said, “We’re gonna continue to go door to door in hopes that we can find some additional witnesses, and hopefully we won’t be finding any more victims.”

    On Sunday night, a Chevrolet Tahoe drove high-speed through a Border Patrol checkpoint in Vail, Arizona resulting in a car chase that left at least 5 dead and 12 injured. Sources say 18-22 people were in the Chevrolet Tahoe, which rolled off an exit ramp during the chase with Border Patrol.

    Dutch police have stopped a shooting at the British School in the Netherlands and have arrested a suspect after he made threats on a 4chan message board. The 18-year-old suspect said that he was going to “shoot my Dutch teacher and as many students as I can.” After finding the post, police shut down 20 schools in the area. Other shooters have posted about their attacks on 4chan; the suspect in a shooting at a Virginia mall this month posted details about the attack minutes before it took place.

    According to the World Health Organization, avian influenza, or the bird flu, has killed 20 people in China since the outbreak started in late March. Currently, there are 102 cases of the bird flu in China that have left 70 people hospitalized. “Until the source of infection has been identified, it is expected that there will be further cases of human infection with the virus in China,” WHO said in a statement.

    The Taliban has captured nine foreign nationals and an Afghan pilot after the hostages’ helicopter was forced to make an emergency landing in the Khost province of Afghanistan. The helicopter was immediately surrounded by Taliban insurgents, who then kidnapped the seven Turkish engineers, two Russian pilots, and one Afghan. The hostages were forced to make an emergency landing after delivering food and other items from a NATO base to Kabul.

    The Baltimore Ravens toppled the San Francisco 49ers Sunday night 34 to 31 in what was the longest Super Bowl in history at 4 hours and 14 minutes. A power outage in the third quarter brought the game to a standstill with the Ravens up by 22, and allowed the 49ers to catch their breath and stage a comeback. Yet the Ravens, led by MVP Joe Flacco and veteran Ray Lewis, who was playing in his last game ever, managed to hold off the 49ers. The win marked a sibling rivalry victory for Baltimore coach John Harbaugh, who defeated brother Jim Harbaugh, head coach of the 49ers, and was the most watched Super Bowl in history.

    680 international soccer matches are suspected of being fixed according to global law enforcement officials, who announced the results of a 19-month investigation earlier today. Asian criminal organizations that made millions by betting on game results are behind the conspiracies, which included more than 425 people spanning at least 15 countries. Organizations strategically rigged the soccer matches by bribing players and referees in an effort to predetermine game results. Fixed matches included high-profile games such as qualifying games for the World Cup and European Cup as well as two Champions League matches. “This is a sad day for European football, and more evidence of the corrupting influence of organized crime,” said Rob Wainwright, director of Europol, which helped coordinate the investigation. An international arrest warrant was issued for the leader of an Asian criminal group behind most of the fixed matches.

    Former Navy SEAL Chris Kyle, a record holder for the number of sniper killings in Iraq and author of the best-selling “American Sniper”, was gunned down in Glen Rose Texas Saturday along with fellow military veteran Chad Littlefield. Kyle and Littlefield were visiting a shooting range at the Rough Creek Lodge when they were murdered by suspect Eddie Ray Routh. Routh is also a former Marine and is now in the process of seeking a court-appointed attorney. Kyle, a married father of two, had also founded a nonprofit to help veterans battle post-traumatic stress disorder. A spokesperson for the group remembered him as “an American hero” in a statement.

    Tagg Romney, son of former GOP presidential nominee Mitt Romney, is considering a run for a Massachusetts Senate seat, according to a Boston Herald report. Tagg, 42, is Mitt Romney’s oldest son and was a frequent face throughout the 2012 campaign. He is founder of Solamere Capital, a venture capital firm in Boston. The Herald also reported that some had called on Mitt Romney’s wife Ann to make a Senate run. A Massachusetts Senate seat opened up when former Democratic Senator John Kerry resigned to accept a post as Secretary of State, and the state’s former GOP Senator Scott Brown announced he will not run to replace Kerry.

    President Obama pushed the Boy Scouts to drop their ban on gay members in an interview on Sunday as the Boy Scouts of America prepares for this week’s vote on whether to end a national ban on gay members and scout masters.     At least eight were killed and more than 30 were injured Sunday night when a tour bus collided with a truck and sedan on a narrow mountain road in California. All fatalities came from the bus, which lost control while heading down the mountain and rolled over the truck at least once. The bus was carrying 38 passengers, including children. 27 were taken to the hospital after police spent more than two hours trying to free the injured. “It happened so fast, I don’t know how it all happened,” one passenger said. “This was supposed to be a good day with my companions and then this happened.”

    Algerian special forces have freed 650 hostages taken by Islamists after attacking a gas field in eastern Algeria on Wednesday. Over half of the 132 foreign workers taken hostage have been freed. 10 to 20 Americans are being evacuated, while some remain unaccounted for. U.S. officials have not specified the exact number of Americans involved in the attack. “This incident will be resolved–we hope–with a minimum loss of life. But when you deal with these relentless terrorists, life is not in any way precious to them,” Secretary of State Hillary Clinton said.

    Lance Armstrong opened up about doping Thursday night in the first installment of a two-part interview with Oprah Winfrey.     NASA will use a laser-tracking system to make the Mona Lisa the first digital image to be transmitted via laser to the moon. NASA has previously sent laser pulses and strings of numbers to its Lunar Reconnaissance Orbiter, the laser-tracking system that has been circling the moon for the past three and a half years, but this is the first time they will transmit a far more visual painting. NASA said this type of laser communication could serve in the future as a backup for the radio communication currently used by satellites, potentially allowing higher data rates of communication.

    President Obama will reportedly nominate counterterrorism advisor John Brennan for CIA Director on Monday. Brennan has been a proponent of the U.S. drone program, which could lead anti-drone advocates to dispute the nomination. Obama will also nominate former Republican senator Chuck Hagel to replace Leon Panetta as Secretary of Defense. Hagel, who went against his party to oppose the Iraq war, may prove a controversial choice.

    The five men accused of gang-raping and fatally beating a 23-year-old woman in New Dehli arrived in court today. Their charges include rape, murder, and abduction. The incident has caused public outrage in India, causing women to call for more protection due to India’s high number of sexual assaults. Because the case is so high-profile, the judge ordered that today’s court appearance be closed to the media in order to protect the suspects’ safety. The five men do not have lawyers as those admitted to the bar in India’s Saket district have refused to represent them. Police say they have recorded confessions from the suspects, two of which have offered evidence against the others in exchange for a lesser sentence. A prosecutor for the case has said that “The five accused persons deserve not less than the death penalty.”

    Bank of America has agreed to pay Fannie Mae $10 billion in unsettled claims stemming from the housing market crash. Bank of America will pay Fannie Mae $3.6 billion and then buy $6.75 billion of discounted mortgages. In 2011, Bank of America paid Freddie Mac for the housing market crash. Its payment to Fannie Mae signals that it’s steering away from home-lending.

    Syrian President Bashar al-Assad made a rare public address Sunday. Assad, speaking in front of a photo collage of Syria’s war victims, proposed peace in the form of a national reconciliation conference as well as a new government and constitution. The State Department, which has urged Assad to resign, has dismissed the speech as “meaningless.” “His initiative is detached from reality, undermines the efforts of Joint Special Representative Lakhdar Brahimi, and would only allow the regime to further perpetuate its bloody oppression of the Syrian people,” said State Department spokeswoman Victoria Nuland.

    Secretary of State Hillary Clinton will return to work Monday. Clinton was admitted to NewYork-Presbyterian Hospital on December 30th after doctors found a blood clot in her head.     Senator Rand Paul’s 19-year-old son, William Hilton Paul, was arrested Saturday at North Carolina’s Charlotte Douglas International Airport for disorderly conduct at an airport, being intoxicated and disruptive, and consuming alcohol underage. The Senator’s office said in a statement, “Sen. Paul is a national public figure and subject to scrutiny in the public arena, however, as many parents with teenagers would understand, his family should be afforded the privacy and respect they deserve in a situation such as this.”

    During a press conference, China’s Meng Jianzhu, the head of the Communist Party Politics and Law Commission, said that the Chinese government will no longer give out labor-camp sentences. China allegedly has 310 labor camps holding 310,000 prisoners and employing 100,000 staff. It’s unclear what the proclamation means for current labor-camp prisoners. One activist said, “This announcement is a very good thing, but we’d still like to hear them say that they’re getting rid of reeducation through labor entirely.”

    Google executive chairman Eric Schmidt and former New Mexico governor Bill Richardson arrived in North Korea Monday for what Richardson has described as a four-day private humanitarian mission. During the trip, Richardson is hoping to meet with an American citizen detained by North Korean officials for “hostile acts.” Richardson has said that Schmidt is joining him because he is “interested in some of the economic issues there, the social-media aspect.” The State Department is against the trip calling it “unhelpful.”

    Over 100 countries sent representatives to Paris today to discuss an end to the violence that has taken place in Syria for over a year and has caused nearly 16,000 deaths. During the meeting, French President Francois Hollande Syria stated that Syria is a threat to world peace and that it is “a human and political necessity” to intervene. Syrian allies Russia and China have still refused to step in. Meanwhile, U.N. Secretary General Ban Ki-Moon will release a report on the U.N.’s previous monitoring mission in the country. Yesterday it was reported that a member of Syrian President Bashar al-Assad’s inner circle had defected and escaped to Turkey.

    The Chinese Ministry of Health overturned a 14-year ban on lesbians giving blood this week. The ban, enacted in 1998, was created due to a fear that donated blood could spread HIV and AIDS. China will still not allow homosexual males to donate blood, but celibate homosexuals are permitted to. Xu Bin, a Chinese lesbian rights activist, has led the crusade against this ban. Bin went to donate blood after an earthquake in 2008 and was turned away because of her sexuality.

    Scott Peterson, who was sentenced to the death penalty in 2004 after he was convicted of killing his wife and unborn sun, has filed an automatic appeal to the California Supreme Court. Peterson has always proclaimed innocence to the charges that he suffocated his pregnant wife and threw her body in the San Francisco Bay on Christmas Eve. In a new new appeal, his lawyer argues that high visibility and constant media coverage of Peterson’s case was on par or worse with that of the O.J. Simpson murder trial. As a result, he says his client did not receive a fair hearing.

    Episcopal Church expected to OK liturgy for same-sex coupleshttp://lat.ms/NaD6My
    Sixteen years after the Episcopal Church first permitted their homosexual faithful to become priests, the church is considering introducing blessing marriages between couples of the same sex. If this is approved, the Episcopal Church will be the first major religious denomination to support same-sex unions. This blessing of same-sex unions is not exactly a complete marriage equality endorsement, as the words “husband,” “wife,” and “marriage” will not be included.
