    Student Aid Bill to Pass House Today

    A huge piece of legislation will pass the U.S. House of Representatives today – the Student Aid and Fiscal Responsibility Act of 2009 (H.R. 3221). You can check out the great aspects of the bill by clicking here.

    Here’s the short version: the bill will reform the financial aid system by increasing the maximum Pell Grant scholarship award to $5,500 in 2010 and to $6,900 by 2019 and linking it to match cost of living increases. It lowers interest rates on need-based federal student loans. It simplifies the FAFSA form to make it easier to apply for federal student aid. It expands access to low-cost Perkins loans.

    The bill invests in community colleges and college-readiness programs. And it ends a ridiculous policy that gives banks wasteful subsidies on student loans and use the savings — as much as $87 billion over 10 years — to help students pay for college. This bill is a huge step forward to make college affordable and accessible. On to the Senate!

    Another big day for students

    Another big step for students occurred today when the House Education and Labor Committee passed the Student Aid and Fiscal Responsibility Act of 2009 by a vote of 30-17.  The fancy title of the legislation basically means that if this passes Congress it will accomplish:

    • Investing $40 billion to increase the maximum annual Pell Grant scholarship to $5,550 in 2010 and to $6,900 by 2019. Starting in 2010, the scholarship will be linked to match rising costs-of-living by indexing it to the Consumer Price Index plus 1 percentage point;
    • Investing $3 billion to bolster college access and completion support programs for students;
    • Strengthening the Perkins Loan program, a campus-based program that provides low-cost federal loans to students;
    • Keeping interest rates low on need-based – or subsidized – federal student loans by making the interest rates on these loans variable beginning in 2012. These interest rates are currently set to jump from 3.4 percent to 6.8 percent in 2012;
    • Making it easier for families to apply for financial aid by simplifying the FAFSA form;
    • Providing loan forgiveness for members of the military who are called up to duty in the middle of the academic year; and
    • Investing $2.55 billion in Historically Black Colleges and Universities and Minority-Serving Institutions to provide students with the support they need to stay in school and graduate.

    College loans & credit card debt

    Today at a town hall meeting in New Mexico, President Obama declared “enough is enough” on abusive credit card practices and called on Congress to pass credit card reform before Memorial Day. (The Senate is voting on a bill this week. The House already passed one.)

    Credit card debts – coupled with onerous student loan burdens – hit young people particularly hard. As one study found, college graduates leave school with 41 percent more credit card debt than four years ago, with one in five owing at least $7,000 on plastic by the time they get their diploma. Check out some really troubling statistics and stories in this blog post.  One recent college graduate wishes he had gone to prison instead. (I don’t recommend that.)

    As we know all too well, the cost of college is skyrocketing, financial aid is shrinking, and student and credit debt is hitting students and families hard. Private banks are currently making huge profits by taking taxpayer money and acting as the middleman for millions of students who are using loans to pay for college. Those profits would be better spent on valuable programs like Pell grants and Perkins Loans, expanding access and affordability for higher education. President Obama has proposed cutting the middle man out of student lending by shifting federal support entirely to the Direct Loan program, and away from the program that cushions bank profits.
