    Bolstering Student Financial Awareness

    If you are a student, the last thing that should be on your mind in the classroom is how you are going to make ends meet over an unexpected credit card fee or a looming loan payment.

    As the cost of college continues to rise, you may be one of the increasing number of students turning to debt to pay for your education. Many are relying on loans from private lenders that often lack the clear terms, fixed rates, and flexible repayment options of federal student loans. According to the Project on Student Loan Debt, nearly 1.5 million students now graduate with student loan debt each year, leaving school owing an average of $24,000 – a debt increase of about 25 percent since 2004.

    In addition, credit card debt among college students has expanded considerably in recent years, with 84 percent of undergraduates owning at least one card. A study by Sallie Mae revealed that the average student now has at least four credit cards and will graduate with $4,100 in credit card debt. Only 17 percent of students say they regularly pay off all cards each month. This means that most students may be adding hundreds – even thousands – of dollars to their credit costs. And, if your credit history is dinged right out of the gate from missed payments or high debt levels, it could mean higher prices for credit down the road.

    Here at the Consumer Financial Protection Bureau (CFPB), we aim to be a new voice for students. We are creating an office for students to provide you with tools for you to make the best decisions about credit.

    We are already moving in the right direction. The Dodd-Frank Act, which President Obama signed into law in 2010, paved the way for the CFPB to assist students by examining providers of private student loans. In the coming months, we look forward to hearing from you about your experiences with and concerns about paying for your education with private student loans – and about how we can best help you.

    Student consumers will also benefit from the CFPB’s enforcement of bans on arbitrary rate hikes on existing credit card balances and other harmful credit card practices. These consumer protections were part of a law signed by President Obama in 2009. The consumer bureau also will enforce that law’s special new protections for college students and young adults, including a requirement that card issuers and universities disclose agreements with respect to the marketing of credit cards to students.

    Additionally, the CFPB aims to help make the costs and the risks of credit products clear up front. If the costs and risks are clear, some students may respond by financing less of their education, using different credit products to do so, or decreasing their use of credit cards to pay for personal expenses. Others may go the other way, taking on a student loan or using credit to help with monthly expenses, confident that they understand the terms of the deal and can manage their obligations responsibly. In any case, clear information about prices and risks will help all students better sort through possible credit options.

    Money, money, money

    AARP’s LifeTuner initiative released a report today about how young people deal with their personal finances. It’s pretty interesting, the report, entitled “Personal Finances: The Final Frontier of Social Media,” is based on a national survey of 1002 young adults (aged 18-34). Here are some of their findings:

    • 57% of young Americans consider their financial situation to be the biggest concern in their lives.
    • 66% rate their own financial situation as fair to poor, and almost half (43%) expressed concerns about their ability to make sound financial decisions.
    • Nearly eight out of ten young people (78%) have debt of some kind. Credit card debt(36%) – considered “bad debt” by most financial experts – is by far the most prevalent form.
    • 68% of respondents admit that finances have caused stress in a relationship or friendship.
    • While in many cases social media sites (e.g. Facebook) have lowered or eradicated the social boundaries around certain topics, finances remain a taboo subject. In fact, peopleare more likely to discuss relationship status (61%), politics (43%), their health (23%),and their weight (20%) than their financial situation.
    • Among those young adults who have sought advice online, 85% report being more confident about their ability to manage their finances

    They did this report in conjunction with their launch of a new financial resource site, www.lifetuner.org (this one is actually interesting) that could help a lot of us.  I was playing around with the site this morning and the tools are solid – the ‘cost of credit’ tool was eye-opening.  I know in theory how much interest you pay on a credit card, but this tool takes an estimate of the total interest you’ll pay if you buy something on credit and make only the minimum required payment.  For example – a cup of coffee might cost you $4 but if you buy it on credit and only pay the minimum, you’ll pay $5 in interest at the end of the day….that’s an expensive cup of coffee!

    Helpful tools are good – this site seems helpful but check it out for yourself.

    Score one for the good guys

    Well, that didn’t take long. Just one day after Rock the Vote – and our friends at Campus Progress, Demos, Mobilize.org, Roosevelt Institution, and 80 Million Strong for Young American Jobs Coalition – sent a letter to the Senate urging action on legislation to end arbitrary, abusive, and unfair credit card lending practices, the CARD Act passed. OK, maybe we knew the vote was coming.

    Perhaps most importantly, it provides strong protections against unscrupulous solicitations and responsible lending standards for students and other young consumers. As we blogged about last week, credit card debts – coupled with onerous student loan burdens – hit students particularly hard. As Sallie Mae recently found, college graduates leave school with 41 percent more credit card debt than four years ago, with nearly one-fifth carrying balances of at least $7,000. Not so good.

    College loans & credit card debt

    Today at a town hall meeting in New Mexico, President Obama declared “enough is enough” on abusive credit card practices and called on Congress to pass credit card reform before Memorial Day. (The Senate is voting on a bill this week. The House already passed one.)

    Credit card debts – coupled with onerous student loan burdens – hit young people particularly hard. As one study found, college graduates leave school with 41 percent more credit card debt than four years ago, with one in five owing at least $7,000 on plastic by the time they get their diploma. Check out some really troubling statistics and stories in this blog post.  One recent college graduate wishes he had gone to prison instead. (I don’t recommend that.)

    As we know all too well, the cost of college is skyrocketing, financial aid is shrinking, and student and credit debt is hitting students and families hard. Private banks are currently making huge profits by taking taxpayer money and acting as the middleman for millions of students who are using loans to pay for college. Those profits would be better spent on valuable programs like Pell grants and Perkins Loans, expanding access and affordability for higher education. President Obama has proposed cutting the middle man out of student lending by shifting federal support entirely to the Direct Loan program, and away from the program that cushions bank profits.
