A Halloween party at the University of Southern California, in Los Angeles, saw four people injured when gunfire erupted after an argument between two men. One of the arguing men was critically injured and three other party-goers suffered non-life-threatening injuries. The campus was placed on lockdown for several hours by campus security before being re-opened. Two people are said to be in custody. The shooting victims are not affiliated with the campus, authorities say.

Graham B. Spanier, former President of Penn State University, has been charged with silencing allegations of child molestation against coach Jerry Sandusky, becoming the third Penn State official charged in the alleged cover-up. Spanier faces charges of perjury, obstruction, endangering the welfare of children and conspiracy. New charges of endangering the welfare of children, obstruction and conspiracy were also added to two former “underlings,” Timothy M. Curley and Gary C. Schultz. A report commissioned by Penn State concluded that Spanier, Curley, Schultz and then-coach Joe Paterno covered up Sandusky’s activities and gave him access to school facilities.

Lines and a wait of up to two hours have been reported at gas stations in parts of the Northeast U.S. in the aftermath of “Superstorm” Sandy, with many gas stations unable to dispense petroleum products without electricity. With many bridges and tunnels still out of operation, major traffic jams in the New York metropolitan area have been reported as well. Huge crowds swarmed the few trains and buses that are operating, forcing operators to leave many people behind and skip certain stops. New York Governor Andrew Cuomo declared a “transportation state of emergency” and has waived fees on rails and subways through the end of the week, saying that “We are going to need some patience and some tolerance” but that “The worst is behind us.” The storm is believed to be responsible for 74 deaths and a current 6 million homes are without power.
